It’s the first application of 2008. I Think it will the best. All you need is one phone and one picture. You don’t need computer to make a theme
Making a new theme is very easy. Press Options and Create Theme… And finally browse your image.
It Supports JPG, BMP, PNG and GIF image files. Also you can synchronize theme colors to complement your wallpaper.
The program is trial 
But it’s not blocking application features
